The Government has officially released its detailed roadmap for the implementation of the Rentersā Rights Act 2025, legislation already being described as the most significant overhaul of tenantsā rights in a generation.
This landmark act introduces sweeping changes to the private rented sector (PRS), including the complete abolition of Section 21 āno-faultā evictions, the conversion of all tenancies to rolling periodic agreements and new protections designed to combat discrimination, unfair rent practices and poor housing standards.
The reforms will be introduced in three phases, beginning in May 2026, and will significantly impact both landlords and letting agents across Doncaster and the wider UK.
ā Whatās Changing? A Quick Overview
The Act brings in wide-reaching updates, including:
- End of Section 21 evictions from 1 May 2026
- All tenancies becoming Assured Periodic Tenancies
- Rent increases limited to once per year, with two monthsā notice
- Ban on rental bidding wars and limits on rent in advance
- New rules preventing discrimination against families and benefit recipients
- Stronger enforcement powers for local councils
- Mandatory landlord registration via a new PRS Database (from late 2026)
- A PRS Landlord Ombudsman to settle disputes without court action
- A new Decent Homes Standard proposed for 2035/2037
- Extended safety and compliance requirements, including EPC and hazard standards
This rollout is supported by significant government investment in guidance, enforcement and court reform.
š Phase One ā From 1 May 2026
The key operational changes include the official abolition of Section 21, the introduction of Assured Periodic Tenancies for new and existing agreements and fresh obligations around rent increases, pet requests and anti-discrimination.
Local councils will also have enhanced enforcement powers from 27 December 2025, allowing them to inspect properties more easily and penalise rogue landlords with increased civil penalties.
š Phase Two ā From Late 2026
The Government will introduce:
- A mandatory national PRS Database for landlords
- The rollout of the PRS Landlord Ombudsman
- Full public access to property compliance information
These steps aim to increase transparency, encourage better standards and streamline dispute resolution.
š” Phase Three ā Raising Standards for the Long Term
The Government plans to introduce a Decent Homes Standard for the private rented sector, mirroring the rules already applied to social housing. This will ensure every rented home meets minimum quality, safety and hazard-free standards.
Awaabās Law will also be extended to the PRS, setting strict legal timeframes for resolving serious hazards.
